Conformity assessment and “Serbian mark” of conformity

Conformity assessment of the products is a process of essential importance for manufacturers and importers that are placing their products on the market of the Republic of Serbia, because it ensures standardized quality, safety and reliability of products and also protecting the interests of all market participants.

The legal framework for product conformity assessment in the Republic of Serbia is primarily determined by the Law on Technical Requirements for Products and Conformity Assessment and the Decree on the Method of Conducting Conformity Assessment and the Conformity Document, which define that conformity assessment can be mandatory or voluntary.

Unlike the voluntary conformity assessment, which is not defined by the technical regulations and represents conformity of the products with the corresponding voluntary standards, the mandatory conformity assessment requires products to comply with the material requirements of the technical regulations. Namely, the technical regulations define the specific requirements that products must meet before they can be placed on the market. They also specify the type of a certificate of conformity that must be obtained and the relevant assessment process.

If the conformity assessment is carried out by a Serbian competent body for the conformity assessment, the request for the conducting such assessment may be submitted by a manufacturer, its authorized representative, the importer or another person, depending on the technical regulations. However, when the product already has a foreign certificate of conformity, the Serbian competent body may issue a domestic certificate of conformity without carrying out the conformity assessment procedure. In addition, the conformity assessment procedure will not be carried out if the Serbian competent body and the body that issued the foreign certificate of conformity are the signatories to international treaty or if they are members of the international conformity assessment system.

After the conformity assessment procedure has been carried out, a corresponding certificate of conformity is issued to confirms the conformity of the product with the requirements of the technical regulations. A certificate of conformity can be:

  • declaration of conformity
  • certificate
  • test report
  • another document confirming the conformity of the product
